Scott County was created by Wisconsin Territory on December 21, 1837, from Cook, Dubuque, and Muscatine counties, with Clinton County initially attached. When Iowa Territory was formed from Wisconsin Territory in 1838, Scott became an Iowa Territory county, and then became an Iowa state county in 1846. Clinton County was fully organized and detached from Scott in 1840.
