Clinton County was created by Wisconsin Territory from Dubuque County and initially attached to Scott County until fully organized in 1840. When Iowa Territory was formed from Wisconsin Territory on July 3, 1838, Clinton became an Iowa Territory county, and later became an Iowa county on December 28, 1846, when the state of Iowa was created.
